The Regional Security System, Asset Recovery Unit officially handed over copies of Cash Forfeiture handbooks for Saint Vincent and the Grenadines to stakeholders including the Financial Intelligence Unit, the Royal Saint Vincent and the Grenadines Police Force, (RSVGPF), the Chambers of the Attorney General and the Office of the Director of Public Prosecution on Friday, 9th December, 2022 at the Argyle International Airport Lounge.

Attorney General and former Director of the Asset Recovery Unit (ARU) of the Regional Security System, Hon. Grenville Williams said “a well-regulated and strong financial system would encourage investments, facilitate financial inclusion and our participation in the global financial space.”

Williams pointed out that this country is fortunate to live in a zone of peace where acts of terrorism have not been identified, and urged everyone to work together to ensure this country remains peaceful from terrorist activities.  

The Attorney General said he looks forward to the continued collaboration among participating institutions in fostering a region and culture of peace, security and stability for Saint Vincent and the Grenadines and the eight RSS member states and the wider region.

Director of the Financial Intelligence Unit, (FIU) Lateisha Sandy said, “the publication builds on the knowledge and skill sets” of those involved, particularly police officers, legal officers, financial investigators and analysts, and noted that the national corporation and coordination is vital for the improvement of Saint Vincent and the Grenadines.  The FIU Director said the book consists of a tested product that is reliable and added that having this guide is critical in maintaining standards.

Representing the Commissioner of Police, ACP Leonard Fergus thanked the RSS for the provision of the handbooks in assisting with the performance of duties.  ACP Fergus said the RSS is a beacon of hope and pride of the region, in areas of security, humanitarian and disaster relief, law enforcement, training and development.

Financial Investigations Advisor, RSS - Asset Recovery Unit, Randy Alexander reiterated that effective investigations at the first point of contact is essential and the creation of the cash forfeiture handbook was geared towards tackling money laundering activities within the jurisdictions of participating states.  The FIU is the institution responsible for distribution of the handbook.
 
The Financial Investigations Advisor expressed his desire to see the handbooks play a pivotal role in all investigations and in addressing these types of crimes. A cash seizure order and policy was also handed over to the FIU and the RSVGPF.
